The Virginia Primary Care Association, (d.b.a. the Virginia Community Healthcare Association) is a 501(c) (3) non-profit partnership of community driven organizations dedicated to improving access to primary health care for all Virginians. The Association is the statewide primary care association for twenty-eight Federally Qualified Health Centers, operating one hundred and fourteen delivery sites, as well as one additional medical provider that follows similar service guidelines. These health centers are non-profit, community-based health care providers that work in medically underserved areas and/or with medically underserved populations. They provide primary healthcare regardless of a patient’s ability to pay. Services include: primary and preventive health care, laboratory services, and in many cases, pharmaceutical, dental and/or behavioral health services.
For many citizens of Virginia, Association members are the only source of medical care, serving everyone in the community from the neediest person to the local small business owner. Health centers in Virginia served as a medical home for approximately 300,000 Virginians in 2015. Of those, more than 32% had no health insurance coverage and more than 59% were at or below 100% of the Federal Poverty Level. By supporting and enhancing the 340b program using shared savings for audit services, the Association is helping community health centers address the needs of their communities, especially those uninsured or underinsured.
II. Contract Period
This contract application is for the time period of October 1, 2016 through September 30, 2019.
III. Audit Needs
Association members have a large scope of pharmacy services i.e., number of contract pharmacies, in house, and Medicaid patient population generic prozac. In adherence with the recommendation under the Office of Pharmacy Affairs, Covered Entities should conduct an independent third party audit of the 340b program.
IV. Vendor Capability
Vendors must meet the following criteria:
- Able to service the entire state. No regional contracts will be let. See Appendix A for membership directory
- Meet requirements of HRSA’s program integrity initiative
- Confirm that dispensing and replenishing done on behalf of the 340b Covered Entity by a contracted pharmacy is in compliance with 340b regulations
- Have a relationship with Apexus, the exclusive contractor for the 340B Drug Pricing Program to facilitate program support needs and have a relationship with RxStrategies, the Association’s exclusive Pharmacy Benefits Manager
- Able to address the capacity of the vendor/number of audits able to perform in a calendar year and able to address the timeliness of request received to completion
Vendors should respond to this request on a tiered fee structure designed to incentivize multiple Association member CHCs to participate. Vendors should also include an incentive fee structure for the State Association to serve as its promotional agent.
